Military installations affect adjacent communities both positively and negatively. On the positive, there are jobs and income. Some of the negative impacts are potential noise, safety, smoke, dust and other effects from training and military operations. Conversely, adjacent communities effect the military operations mostly through urbanization and the development of land adjacent to the base.

The Department of Defense recognized that these problems exist in Okaloosa, Santa Rosa, and Walton Counties and must be overcome and initiated the Joint Land Use Study (JLUS) Program. JLUS is a cooperative land use planning effort between the local government and the military base. Funding of this project is also a joint effort between the Department of Defense and kaloosa, Santa Rosa, and Walton Counties.
